Walmer Science College in Special Measures

Walmer Science College has been placed in Special Measures following an inspection last month.You will find the full Report here. The Report is heavily critical of low attendance and failure to manage this over recent years, a culture that I became well aware of when investigating a complaint against the school four years ago. However, the main criticisms are reserved for the management and leaders of the school........

who 'lack a shared vision and commitment to succeed. Although leaders are beginning to remedy a few areas of weakness, for example, in teaching, these improvements have been too slow. A lack of leadership capability means that the college's capacity for sustained improvement is inadequate'. Not surprisingly "Many students, parents and carers express considerable dissatisfaction. A common complaint is that the college does not encourage students". One wonders whether the Kent County Council or Governors were actually aware of these failures, KCC having oversight as this is a Community School. Perhaps eyes were closed over the bigger picture as, unusually for a failing school, "Attainment is broadly average by the end of Key Stage 4", i.e. the Inspectors were satisfied with examination results. The headteacher has now left the school and a new Executive Headteacher, Paul Luxmoore has been appointed to lead the school. Mr Luxmoore has proved a very successful headteacher in Thanet, securing OFSTED Outstanding status, first of all for his own school, Dane Court Grammar, then also becoming Executive Headteacher of the King Ethelbert School, which was awarded Outstanding status by OFSTED in 2009. He would appear to be an excellent choice to oversee Walmer, which has fallen dramatically in popularity in recent years,  and will begin the new year in September with over half its Year Seven places empty. There is a new Head of School working to him, Mrs Julia Scannell, who was the district head of secondary standards and school improvement (presumably with oversight of standards in the school!).
